T.V Licence Refund

A colleague of mine has recently moved out of a property and in with her parents. As a consequence she has 2 months and 3 weeks left on her T.V licence. Having called them she has been told that they will only refund complete quarters so she is not entitled to anything..

Personally i think its a disgrace...

Any comments as to what to do next.

Seems like they make the rules up as they go along, surely that gives an advantage to someone who pays monthly, If I had left my property with just under 3 months outstanding, I obviously wouldn't make the last 2 monthly payments so I would have gained in this situation. Can they discriminate in that way? perhaps you should ask the question.
