Assessed Income and Pension Credit -Does this seem correct?

This is information regarding assessed income and pension credit gleaned from online sources.
When an assessed income period comes into effect it from the first day of a claim is paid not the date when it is awarded- 83047, DWP Decision Makers’ Guide, Chapter 83.
A windfall such as a lottery win, which was not foreseeable, should not have a negative impact on the credit awarded which should be taken as it was on the date the claim was originally made Exemplar given - 83045 DWP Decision Makers’ Guide, Chapter 83
This is also in line with Ian McCartney’s illustrative comments regarding this matter. Hansard 23 April 2002
