In this case it may help OP she is the bailiff, and complaints to the correct authorities might elicit a revocation of her certificate, also making the council's position untenable.

I have contacted marstons by email twice now and they will not confirm that they do not need to carry 'orders' with them, they say they can not discuss without all my details, guess they know they are lying then..

In the case of CT and NNDR, the regulations clearly state that, on the bailiff's first visit, they must have with them a copy of the Liability Order and serve this on the debtor.

It probably isn't her - Marstons must have more than one, disingenuous blonde woman.

Yet MB was still on the Register when I checked just a few moments ago. See attachment.

Like I said, I have checked with the certificating court and, as a result, have PMed the LB members mentioned in Post #35.

Regulation 45 of the The Council Tax (Administration and Enforcement) Regulations 1992 states:

                    (5) The person levying distress on behalf of an authority shall carry with him the written authorisation of the authority, which he shall show to the debtor if so requested; and he shall hand to the debtor or leave at the premises where the distress is levied a copy of this regulation and Schedule 5 and a memorandum setting out the appropriate amount, and shall hand to the debtor a copy of any close or walking possession agreement entered into.

How often would you say that is actually done?

Rarely, because they expect debtors not to know their rights or the law.

Very rarely as the majority of they call on know nothing. We only see a fraction of what actually goes on.
