DPS claim in dispute - awaiting court order

Hi there, I am new to this group and I hope someone can offer some advice. My tenant recently left my property in a filthy damaged state and owes £3k rent arrears. I have no forwarding address for her and she failed to stick around to hand the keys back let alone do a check out. She had originally said she would pay me back and would use the deposit as her first payment. However she has since changed her mind about that and when I tried to claim 100% deposit she is claiming she paid me the arrears in cash so she claims the deposit is hers. I agreed to let it go to dispute resolution with the DPS but she refused so now we are in some sort of limbo until one of us gets a court order (I think I understand this correctly but please correct me if I’m wrong). I know she won’t pay to take this to court, she knows she is in the wrong she just won’t allow me to have the deposit because she is a vile person. Can anyone offer any advice please? What happens if neither of us pay to get the court order? Does the dps just get to keep the £700? Thanks in advance
