    My mother’s neighbour is continuing to interfere with her water pressure-without permission-maliciously over a ten month period, so far.
    We have had Yorkshire Water out a number of times to correct this and change the access to a more difficult lid and he is still breaking in and tampering with it.
    Is this a criminal offence?
