issued with NtO after 14 days, there was no PCN on car, contravention 622

    I have just received, (05/03/2020), a NtO, (notice to owner), letter from Waltham Forest claiming that I committed an offence on the 02/02/2020. This is the first that I knew about this. There was no PCN on my car when I went out to it in the morning.

    They have supplied some terrible quality photos that I will attach that seem to show something maybe left on my windscreen. The wipers on my car do not rest horizontally at the bottom of the window like most cars. Instead they rest vertically down the sides of the windscreen. So the position that the PCN, if thats what it is, was left on my car is not under a wiper and I guess could have blown away. These three photos are the only evidence they have given me, as you'll see the photo of what I assume is the PCN is completely illegible and out of focus.

    The offence is 622 Parked with one or more wheels on or over a footpath or any part of the road other than a carriageway.

    I was parked over my sister-in-laws driveway, so I guess the offence did happen. But given that there was no PCN on my car, it is now well over 14 days and that the photo evidence is so terrible do I have a case to dispute the NtO?

    Any advice appreciated.
