I own my one bedroom flat. The neighbouring house is an HMO. All the time they throw huge amounts of rubbish in their front garden which is only inches away from the pavement with a low front wall so everyone sees it and their rubbish blows up the street and makes the road look like a slum.
The dustment will not take it away as it is not in proper black bags. They also throw out bottles, furniture, huge mattresses and these are left to rot there for months.
As the local authority house people in this HMO and the day to day managing of the property is by a separate company who own hundreds of properties, who is actually responsible for this?
What are the legal issues as the rubbish is being placed within their boundaries not in the street? There are now rats under their dustbins.
