It's complicated

I recently paid Ł3500 for a Norfolk Broads cruiser, currently out of the water in a marina in Egham. I have a text agreeing full price paid but he hasn't informed the marina, consequently I can't move the boat. He has responded to my messages recently to pay the monthly charge, which I refunded. But I can't get a reply from him re moving the boat.
advice please
