Hi Help can I make a claim against my local council tax office

I am at my wits end with my Mums local council tax office , after seeking advise we opened a formal complaint as we were very concerned regarding 23 liability orders in one day some dating back to 2003 it turned out there were 11 outstanding the rest they say were duplicates sent in error , for years my Mum has been begging for accounts to prove she owes this money but these were never received , my mum ended up with bailiffs at the door etc etc it caused her so much stress she ended up being afraid to leave the house and her mental heath has suffered terrible , to cut long story as short as I can , the complaints team said all there sorry's and at last received accounts they were all incorrect they sent more these were incorrect this happened 3 times , I knew they were incorrect as I went through 8 years of Mums bank statements and there were payments on her statements that were not on the account they asked for copies I sent them and said now I have proved Mum paid can you send me correct accounts to date we have not received any in the end they agreed to wipe arrears that were £3059 we knew mum didn't owe but for 10 years they have said she had anyway we were happy it was sorted and Mum cried with joy in Jan 2018 when they said it was wiped and she only owed in total 1614 we had paid over £1000 for mum and got this down to under 600 come April no new bill I had to call them and ask where is new tax bill they said had emailed I said I check mums emails every few days there has been nothing from Bexley Council since January when figures were agreed so again I got back and complain to complaints I receive an email more saying they are sorry and it is now sorted and they have confirmed by letter which they did Mum cried with happiness 12 years of begging after I threatened them with solicitors we got somewhere but not for long July Mum receives a bill same tax year saying arrears of £1135. paying 75 a month till April and a reminder she still owes £3017 in with this letter were 3 tax bills all same years 17/18 all different figures and a statement of payments some missing a some Mum did not make , this money is probably someone else's this happened before which is also concerning I'm at my wits end Mum is on disability due to her mental health and most of it is caused by the council tax office Mum has never had any other debt well she does not owe this , I think its time they paid for my time and hours and all the stress they have put my poor Mum through sorry for going on but i' ve spent all day again sorting there mess out on my day off and my mum is scared to open letters and the door again Help
