Need Info for Budget Web Hosting

Hi, I am a student that love web programming. I want to build my website but I don't have many budget. I want to ask you about affordable web hosting that fully support windows and asp.net. Could anybody give me the solution?
My friend tell me to buy windows hosting plan at asphostportal.com, but I don't have experience with them. Could you tell me about their services? Thank you very much.
