How does one legally challenge an incompetent Lasting Power of Attorney?

So, pretty much as the title suggests.
LPA person has virtually abandoned the person who they are supposed to be acting for.
(Poss 'cos most of the available funds have evaporated away?)
So how can they be displaced/booted out & a proper caring person take over?
