I'm going to take some time to explain the way that electricity and gas distribution works before I tell you what to do in an emergency. This will hopefully give you a better understanding of what is involved in getting your supply to you.
Electricity:
The electricity supply network is made up of many divisions. We have the Power stations and distributors, the data collectors and meter operators and suppliers.
Distribution: are responsible for everything that you get before metering, so, all the over head lines powerstations etc etc.
If you have a powercut, you need to contact distribution.
Data collectors: are the people who hold all your meter readings and come out to your house to read your meters.
If you have a meter reading card you can contact the data collector to give this reading.
Meter operators:: are the people responsible for your meter and the tail etc bringing the supply into the property.
You do not need to contact meter operators yourself, your supplier does this for you.
Suppliers:: are responsible for billing you, they buy the electricity from the power stations and ship it to you, they are your main point of contact, if you have issues with a faulty meter etc, always contact your supplier, however, if you have a powercut, you still need to contact your distributor.

Gas
Gas is shipped through gas transporters, this is usually National grid (formally transco) but there are independant transporters.
The gas transporter is responsible for all pipework and metering. Then there is your supplier.

Although Gas transporters are responsible for everything up to the meter, anything past the meter is your responsiblity, you should always make sure you employ a CORGI registered engineer when carrying out any plumbing works.
Engineers of the gas distribution company owning the network in your area, will attend any gas leak free of charge. If the leak is inside your home, they may make it safe by turning off the supply. However, if it is safe to do so they will maintain the supply for heating and cooking appliances. If the engineer can fix the appliance or pipe work that is leaking within 30 minutes, and at a cost of no more than £4.65, they will do so. If not, they will isolate the appliance (to prevent unsafe use) and turn the gas back on, if it is safe to do so. The engineer will leave behind information about who to contact to have the appliance repaired. If the disruption of the supply to you property has been caused by the distribution company, you will be entitled to compensation, if you are without gas for more than 24 hours. You should contact your supplier if this applies to you.
