Smart Parking PCN issued 31 days after alleged offence

Hi, new users, thanks for any help in advance......................
Smart Parking issued a PCN from an alleged offence 8th May, printed 8th June and finally received 12th June. I thought the time to issue was 28 days, the actual letter wasn't even printed for 31 days, with the post office delivery meaning it was 35 days until I received the notification.The evidence suggests I entered the site 15:20 & left at 15:54 but as no evidence of having parked. I wasn't even the driver !
I have app
ealed the PCN but SMART parking have declined the appeal
