I have received a Parking Charge notice from NCP for a drop off at Gatwick Airport. I particular drop off took place on the 07/06/2023. I went to pay the following day, but no record of a payment being required was registered on the payment system. After a few days there was still no recording of me needing to pay so I did not. I would appeal on the basis of a drop off was not recorded/registered on their system in good time, but as the drop off took place on 07/06/2023 and their Parking Charge Notice was issued on 10/11/2023 am I correct that appealing on the basis the PCN was issued outside the 14 or 28 days, (not sure what is applicable) requirement is the correct reason to appeal?
I dropped off a number of times around that date and each time I went to pay there was no register on the Gatwick payment system of me doing so. The site appears to intimate to pay if you have dropped off, but is there any requirement to do so if the system is not registering a fee being inccured until months later?
