Hi - would be most grateful for some advice.* I parked in a number plate recognition NCP station car park.* I tried to pay at the machine, on third attempt (using debit card) the machine asked if I'd like a receipt, to which I foolishly responded no.* This was on 21/10/2019.* I received a PCN notice to keeper dated 13/11/2019, well outside the 14 day period that I have seen cited.* However, it doesn't mention PoFA.* Anyway, I appealed on the basis above, and the appeal was denied.* I didn't think to check back of the letter which said if I hadn't heard in 28 days etc etc. I then got a letter from Trace saying I owed £160, but I hadn't had a response to my appeal.* I sent a copy of my appeal email to Trace and they have sent back a copy of the final demand letter and a very stroppy letter saying from NCP saying I can't say I haven't received their letter now and there is no further appeal.
What, if any, are my options.* I don't have £160 - I don't think I said I was the driver of the car in my appeal but I did appeal and in the first person.* It's really stressing me as I don't earn nearly enough to pay this and I've seen opinions elsewhere that say I won't have to and I can just ignore it - please can someone give me a definitive answer?**
