    Dear Sir/ Madam,

    I am enquiring for a neighbour who is vulnerable and suffers from anxiety and depression.

    We live in a Block of four flats all with the same name. However, two flats are on one road and the other two flats are on a separate road, with a carpark and communal grounds in-between.

    My neighbour took park in a mutual exchange (tenancy) with an elderly lady in 2014. My friend received the Tenancy agreement which states she pays 3 service charges. However, there was an apparent consultation in Dec 12 which the HA had implemented 15 other charges. I have appealed these charges for my neighbour, as they were outside of her contract. The HA has stated that it was down to the former tenant to inform her regarding any changes to the tenancy, not them.

    Whos responsibility would it be? There was no information regarding any additional charges given to my neighbour at the time of the transfer, just the Tenancy agreements of which the Housing Association had given her.
