    Hi,

    In response to me a county council employee wrote that some land was not highway when it was and county council highways knew that and had recorded it as highways. I asked "who told that", presumably not highway records. My question wasn't answered so I put in an FOI request. That has come back saying nothing is recorded. The FOI act does say "information held". It doesn't define held but it does define "information" as recorded in any form. I suspect claiming an Oral History is a record so the information in the employee's head is a record is unlikely to succeed (or is it?).

    I'm thinking instead I should make a general complaint but what should be my exact grounds? It seems to me their should be a general requirement to answer public questions, unless the information is restricted. Any suggestion where I might find such?
