Parental responsibility

I remember reading somewhere in the past details of what responsibilities parents of children under 16 have in relation to the child's activity - e.g. that they are responsible for knowing at all times where the child is, and that they can be held responsible for any damage caused by the child if it is involved in illegal activity.

I cannot seem to find this information again and wonder if anyone can point me in the right direction.
