    Hi Folks,

    I'll be quick.

    Section 14 of the Education Act concerns the provision of schools by local authorities; specifically the provision of sufficient schools in both number and character.

    Hypothetically speaking, what is the burden of proof(?) here and how must local authorities prove sufficient demand for schools of a particular character? Surely they cannot claim - hypothetically again - without evidence or future demand prediction methodology, that they can build schools of any character at whim? Regardless and in spite of demographic data?
