I want to bring a claim via Human Rights Act s(7)(a) against a local authority. It seems I am time barred (or potentially so) from applying for permission for a judicial review and a part 7 application might be venturing into "sledgehammer and walnut" territory. Is a Part 8 claim suitable for this case and is it capable of achieving the award of a declaration and "just satisfaction"?
