Sent 77/78 request to DCA, they responded that waiting, and next I got got court clai

HI
I Sent 77/78 request to DCA on 27/4/15, they responded that they are waiting for the document, and next I got got court claim form Optima Legal,
issued on 3/5/15.
Isn't that violation of the rules, are they allowed to take legal action without providing the document requested?
Planning to send 2nd letter to DCA and Optima, should I make the response suggested on this site, of asking to review the documents they mention on the claim form
They mention a default notice and notice of assignement in their claim
Can you advise,suggest ?

Acknowledge Claim - within 14 days from Service

Defend Claim - within 28 days from Service (IF you acknowledged in time)

If you fail to Acknowledge the claim you may have a default judgment awarded against you, likewise, if you fail to enter your defence within 28 days from Service.
