    Depends, if a spouse or civil partner and they are resident at the address, well as council tax is a joint liability, it is possible it could. If a visitor, or non resident relative a definite no.

      Who owns it? If Brain-Dead & Stupid attempt to seize and remove a vehicle belonging to a third party, they are, potentially, looking at civil litigation and, possibly, criminal prosecution. The creditor will be looking at civil litigation, if a local authority.
