    Sleepyhead - am not at all expert in this unlike the others but it seems to me that you are being treated particularly badly.

    Are you still living in the Salvation Army Residence?

      Reason you were late- You were in a salvation army centre of no fixed abode what more do they want to know?

      Enforcement action stopped on the 3/1/13 for 19 working days, so technically up until the 30/1/12.

      This is my personal opinion but I really wouldn't worry yourself over this. If it comes back as a failed appeal I'll eat my dog

      I would start getting ready though for the actual appeal against the ticket.

      Whats the deal with Hire Cars and PCN's? Person in charge of vehicle right?

        No longer in the SA,they got me a bungalow with beautiful gardens.
        Been here for about 6 months,what possesions i managed to buy are not going to the bailiffs. (no way).
        6 second abs,3 up,3 down Get the perfect abs..

                    DRINK DRIVING OR OTHER ARREST
                    If the Police have arrested the driver of the vehicle and the vehicle has been left in contravention of the regulations, the Penalty Charge Notice should not be enforced
                    Enforcement Guidelines – updated October 2011

                    unless the driver had ample time (at least 12 hours after being released from custody) to remove the vehicle.
                    In all case of arrest claims, the driver should be asked to provide the date and time of arrest, the custody number and the Police Station involved. The relevant Police Station will be contacted to substantiate any information given by the driver before the Penalty Charge Notice is cancelled.
                    This also applies in cases where a person has been to visit a doctor or a hospital and is subsequently detained and sectioned under the Mental Health Act. The Penalty Charge Notice may be cancelled after confirmation is received from the GP or doctor concerned.
                    Failure to provide supporting evidence will lead to the PCN being upheld.


                    The above is taken from Gateshead Council's parking Enforcement Guidelines & I would imagine that most Council's operate a similar procedure.

                      Sleepyhead it looks to me as if you are being badly let down by all the agencies meant to help you. You are clearly a very vulnerable person and should certainly have someone knowledgeable and supportive available to support you in all ways through this. There are also charities (for example) from whom you should be entitled to support, both practical and financial. If the information above is accurate then you surely(?)cannot be held accountable for the fine.

                      The fact that you have turned your life around and have a lovely garden now should also be something that those who should be helping you through this would seek to preserve.

                      Will do some research, and am rooting for you - the others here are much more experienced and knowledgeable and will give you fantastic advice - but I wanted to add the above in support.

                        For the out of time appeal- 6 months is not unreasonable to try and get back on your feet

                                Below is the relevant policy. I can see nothing on a brief scan read. I still believe your TE7&9 to be the most likely way of winning this. If you don't it is clearly unfair, and should be widely publicised, or perhaps handed across to one of the specialist sites such as Pepipoo.
