Adding to what Labman has said, wait for the written confirmation from the manager at Leeds City Council Revenue & Benefits Department. Once you have that in your hand, the council will find it very hard to backtrack. If it doesn't arrive and LCC start playing silly beggars again, I'll draft a letter to the Head of Revenue & Benefits. I have the relevant postal address, obtained from LCC, themselves. The Chief Executive should only be approached as a last resort when you have tried everything possible, lower down the tree, to resolve a dispute.
There is an LGO report that was scathing of both a local authority and a bailiff company over the charging of visit fees on multiple LOs. The bailiff company charged something like 4 or 6 visit fees when they had only made one visit. They also tried to break-in without a court order. The LGO took a very dim view view of this and, quite rightly, put a stop to the practice.
