      If you look at the National Standards for Enforcement Agents, as posted in Post #6, the answer to your question as to what is meant by "vulnerable" will be found there.

      Basically, it means that the cerebrally-challenged buffoon who knocked on your door must report your vulnerable status back to the local authority. If he does not, he is failing in his duty and so will the local authority if they do not take note of it and continue to allow him to behave like he is. The Local Government Ombudsman (LGO) has criticised both local authorities and bailiff companies who have not acknowledged and/or identified debtors who are classed as vulnerable. In some cases, the LGO has been scathing in their criticism.

        It's good news for you! How old are your children? If you're classed as vulnerable, the bailiff has to be very careful how he deals with you. It is set out in the National Standards for Enforcement Agents.

        Let him pass it to enforcement - what does he think he is? I believe he's called 'an enforcement agent.' Continue to ignore him, keep the texts and just do nothing other than send that letter to them. As he has left no paperwork, this visit should not be charged, but I bet he tries to.

        The worst is over now, you know you can ignore even if he comes to your house. Nothing more they can do - it's a waiting game now for them to pass it back to the council. I'm unwell today, and go away on Friday, but hopefully someone who reads this might write you a letter to send to the council about vulnerability.

Sending text messages of an intimidating and/or threatening manner to another is a criminal offence. How many times has he sent text messages of an intimidating and/or threatening manner to you, please?

            I'm just waiting for the OP to post how many intimidating/threatening text messages this brainless buffoon has sent to them. As soon as I have that information, I will draft a letter covering the OP's vulnerable status and the brainless buffoon's conduct.

              Didn't know it was classed as threatening it says if he doesn't hear from me he will have to involve enforcement. Srill font know what he means by involve enforcement? That text was today and got 1 last night saying he needs to know a time to come today. Had to phone calls but have ignored all. My kids are girl 7 in November and boy who's just turned 2 and I'm 26

                You are definitely vulnerable then and the bailiff should not be doing this. Continue to ignore - you're doing brilliantly. He can't pass to enforcement as he is enforcement, he's just trying to scare and threaten you to make you respond. Don't, just hold everything in evidence against him. It would be good to log the date and times of attempted phone calls too if you could. Just get them off your phone.

                  At the moment, the brainless buffoon is skating on thin ice. In a minute, he will go straight through the ice and find himself in trouble. Have you emailed a complaint off to OFT Credit Fitness Team against Jacobs yet? If not, do so today. Another LB member informed me last night that they emailed a complaint and received a message back from OFT Credit Fitness team informing them that they were dealing with a high volume of complaints against bailiffs and DCAs. I wonder why? Lol!

                  One question before I get on with drafting a letter for you to send to the local authority, are you or any of your children classed as "special needs" or disabled in any way?

                    No. Apart from me getting grief councelling due to finding it hard with my brother commiting suicide on 3rd November 2010 and my grandad dying of cancer 5th January 2011. Was hard to deal with them especially with ny brothers suicide being so sudden, I last saw him 31st October 2010 so only few days before he did it, no notice given and no notice left and was done in a very bad way. We was very close so it has been and still is now too hard to take in.
                    I am sorry if that has gone in too deep.

                      Not at all, Sam. From what you've said, you've been through a lot in the past two years. You don't need and you don't deserve to be treated in the way you are currently being treated by your local authority and their brainless enforcement agents. I'll put a suitable letter together to send to your local authority. Could you please post the name and postal address of the local authority involved?

                          Don't be scared of bailiffs, they are sub human beings, with their brains firmly planted in the hole that normal people poo out of, just make sure that you do not talk to them and doubly make sure that they are not let into your home no matter what they say, do or threaten.

                            I have doubts as to whether certificated bailiffs are, in fact, human, Sapphy. There are times when I wonder whether they are from the same planet as the rest of us.

                                How many Bailiffs do you get when Council Tax is involved?
                                1st Call Bailiff
                                Pre Enforcement Bailiff
                                Van Bailiff
                                Enforcement Bailiff
                                Removal Bailiff
                                Bailiff in Charge
                                Head Bailiff

                                I've used the above as an example of what some of them like to call themselves, personally I think they are all T***S. At the end of the day they can call themselves what they like but they do have one thing in common - they all have Certificates granted by a County Court so in actual fact they are all Certificated Bailiffs end of.

                                Him saying he is sending it for enforcement is meant to ramp up the pressure and I don't doubt he may even had made a phone call - probably to the Speaking Clock. I would advise stick to your guns, be strong & stick it out.
