The message is intended to scare people but is just a simple phishing message.
For some unknown reason the scammer has put a Trademark symbol by the title which is of course meaningless and a copyright notice at the bottom of the email which again is meaningless.

The RBS Bank Restricted Account Phishing Scam
From: RBS
To: Undisclosed Recipients
Subject: Important
Dear customer.
For security reasons access to your account(s) service has been restricted.
This is because your accounts may have been accessed from two different devices (a PC, laptop, tablet or Mobile) within a short period of time.
This is a poor quality scam email as the scammer doesn't even know my name (*Dear customer") and sent to "Undisclosed Recipients" which means its a mass mailing.
The link in the email they want you to click claims to be rbsdigital,.com but in fact is to partytunes.com which is decidedly not part of RBS banking.
A simple phishing scam.
