On the letter they do advise me to seek legal advice. Is this normal? If I did seek legal advice, what would they advise?

You'll only need legal advice if they make a Court claim, a company did try once, but loss. Read that letter carefully, and have a laugh!
This firm who specialise in "recovery" for their clients, who in previous letters have threatened you with dire consequences if you didn't pay their extortionate demands, are so desperate they offer you a discount! ,,,,,,,,,, and if you don't pay they may pass it over to another firm to try and collect it.
That outfit won't have any more ability to make you pay either
Their list of options does not list the one I would follow i.e. ignore
