HMCTS Enforcement Operations have been given a link to this thread so they can follow developments. The submission that was sent to them is a summarised version of what has happened up to 19 March 2013.
I have read somewhere that if an attempt is made to pay a fine and the payment is refused, this, possibly, renders the warrant invalid. However, it does need to be looked into by HMCTS as preventing someone from paying a fine in order to garner fees is not only unfair, it is, potentially, fraudulent, as alluded by bb, and, possibly, a breach of Criminal Justice and Human Rights legislation.

As for the clamp which disappeared, the possibilities would seem to be:- it sublimated into gas, which is impossible

- the ba:censored:bailiff removed the clamp (possibly leaving some iron filings and abrasive dust as "evidence") so he could then make a report to the plods that the car had been "stolen"
