Yes it does, but this is not the issue and is not what I was referring to.

The issue is the bailiffs threatening to return and remove goods which they cannot do since they have not been allowed peaceful entry.

In which case, she's best reminding the council they are vicariously liable. It will make them realise she knows what she's on about.
