          So at 12:36 yesterday you were going to ask for a hard copy of the PAP pack, which usually includes the financial statement.
          By 12:43 yesterday you seem to have received said pack.
          That must be worthy of a Guiness Book of Records accolade.

            I looked at the online response form, those were details they were asking for, I'm not divulging these details to them, it's none of their business and doesn't relate to the disproportionate nature of the fine!

              There is no obligation to complete the financial statement.
              In reality it is normally only used where someone admits liability, but needs time to pay (eg, to set up a payment plan).
