Make very sure that there is a proper ground for the appeal. Apply for permission

The OP appears to mean a civil restraint order - see this thread https://legalbeagles.info/forums/for...training-order

More information about civil restraint orders: https://www.gov.uk/guidance/vexatious-litigants

Vexatious litigants are individuals who persistently take legal action against others in cases without any merit, who are forbidden from starting civil cases in courts without permission.
Lawyer (solicitor) - retired from practice, now supervising solicitor in a university law clinic. I do not advise by private message.

Litigants in Person should download and read the Judiciary's handbook for litigants in person: https://www.judiciary.uk/wp-content/..._in_Person.pdf

            Yes they are appealable.
What they do, is not to stop anyone doing anything, but just to say they must get approval first.

What you need to do is to identify just what the legal problem is with the order, and to drop thr its unfair approach.
Forget the underlying cause which brought you into this, and examine critically the process by which the civil restraint order was made. What was wrong with the process? What exactly?

Basically under a general civil restraining order I cannot make a claim for 2 years.

No, unless the order is unusual, it will say that you cannot begin an action without first obtaing the court's permission.
Saying it is unfair is not a ground.

Does this relate to the illegal eviction and items uncollected for 4 years issue?
