Yes they are appealable.
What they do, is not to stop anyone doing anything, but just to say they must get approval first.
What you need to do is to identify just what the legal problem is with the order, and to drop thr its unfair approach.
Forget the underlying cause which brought you into this, and examine critically the process by which the civil restraint order was made. What was wrong with the process? What exactly?
