      Love to comment, but without policy wording and schedule plus full details of claim, just not possible.

      Quite likely the insurers are correct, but we all know they sometimes don't understand their own policies

        Ok. Ignoring the insurers, what is my best course of action? Should I formally dispute it on the basis that the forms weren’t signed by me? (Also i had no dealings with the insurer- the vets made the claim)

          But you have challenged the decision of the insurers?
          The Vet's bill needs paying, either by you, or by the insurers. Your only argument seems to be that you did not authorise the treatment advised by the Vet.
          The problem with that argument is that you did authorise the treatment in the telephone conversation with the Vet so you only have whether your partner was authorised to sign the consent form and whether the consent form is the only thing that gives rise to the contract.

          Do you have a copy of the consent form ?
          How did the vets claim from the insurers - was that based on the same consent form ?

                  Is it worth writing a formal dispute with the fallback that I can negotiate a repayment plan if they don’t agree with my dispute?

                      Unfortunately there is little I can say.
                      You did authorise the treatment
                      You did not have insurance cover
                      The bill must be paid.
                      Offer to pay by instalments
