      Depends on who is giving them.

      If it is a court, then they are enforceable. (ie injunction)

                I think if anyone sends that letter to any company legally chasing a debt especially if its bailiffs instructed by a court the company will wet them selfs laughing,if it worked a drug dealer for instance could send it to the police and they wont raid their house with a search warrant??

                    the justification to this is you have a set time (normally 14 days) between your bill being sent and your payment to make any arrangements to pay etc.

                    As for you address change, have you asked them to check notes on the account to make sure the call was dealt with correctly?
                    Is this a law or just some 'agreement' ?

                        From what you have indicated in your posts above, this is just a DCA acting on behalf of the OC.

                          The letter I was commenting on was to be addressed to a bailiff company? have to say to the OP if he is willing to pay the debt maybe be an idea to write to plusnet with a proposal and inform them he will not deal with the DCA sending desist letters to anybody going about their lawful business is no doubt a waste of a stamp might even as we have read many times on LB get them sending more letters and making more calls

                            it is possibly an idea to have someone like the CAB call the collections team with the OP present to pass DPA, however and I am by no means on Plusnet's side, or the OP's, this is basic info here people please dont shoot the messenger, IF it is found that Plusnet followed their own guidelines then cease and desist letters are not worth the paper they are written on.

                            Plusnet can say that it is the OP's responsibilty to stick to a payment plan, and to make sure they have an up to date address, but it is Plusnet's responsiblity to check their staff are updating systems correctly so as I say, have them check notes etc.

                              Eell the did have my correct address, No doubt about that, They also passed it on to the debt collector.

                              The address they sent the final demand to was so wrong there was no way it was going to get to me , It was just luck that someone in the post office system noticed my surname and got it to me. All be it way to late for their '14' days pay or else demand.

                                I can't even log into the Plusnet system now to ask them to send me details of the conversations about the 'contact' or any notes now.
