Keeper cant remember if they were driver on these occasions.

Not many of us are au fait with Scottish Law, we mainly deal with England and Wales.

ostell is good with Parking Issues and may be able to provide some guidance about the parking.

ScottishSolicitor may be able to help with tips for court procedure.

There's some info on Simple Procedures here: http://www.scotcourts.gov.uk/taking-...mple-procedure

As this is residential parking then what does the lease say about parking?

You mention "Parking without a Permit". What do the signs say? Perhaps permit holders only, in which case there can be no contract created for non permit holders and therefore no breach.

In Scotland they can only hold the driver liable, non of this rubbish about holding the keeper liable. Has the driver been identified? Yes or No only.
