          Yes they would. Any parking restrictions must be clearly signed. In legal terms, it is described as part of the way the restrictions are constructed, e.g. signage, lines on road, etc.. A lot of local authorities get caught out on parking and traffic restrictions that are not properly constructed in accordance with statutory requirements.
