I suspect that a possible reason for this ticket is that Ceredigion County Council only took over responsibility for enforcing parking restrictions from the Police on 4th June 2012, which means their CEO's are new to the job and don't know their ar*e from their elbow.

Do you think it would help if someone drew them a diagram showing the difference between their arses and their elbows?

Yes they would. Any parking restrictions must be clearly signed. In legal terms, it is described as part of the way the restrictions are constructed, e.g. signage, lines on road, etc.. A lot of local authorities get caught out on parking and traffic restrictions that are not properly constructed in accordance with statutory requirements.
