From what I can make out, it certainly looks like a 'forbidding' type of sign.
I can't see any particular terms/conditions other than 'permit holders only', with what looks very much like a penalty payment if you are not a permit holder.
Imho there is no offer of a contract, so there can be no breach of same.CAVEAT LECTOR

In any case, if the driver is visiting a resident, in most cases I've seen the resident's lease/tenancy agreement covers them for the right to park. It normally 'trumps' any parking co 'policing' regime.CAVEAT LECTOR

Hi Charitynjw and OSTELL,
Thanks for your input, all the Court Directions + plus my cocked up defence, does the defendant now just sit and wait for the Court to forward a date. The defendant has submitted a complaint with the ICO, over PPC not dealing with SAR request properly, and misusing private date to get information from DVLA and breaching POFLA legislation.
