Innocent until proven guilty, I think that should be your comment.
No-one has had a hearing, so guilt has not been established.
It was merely the action of a new manager. Probably trying to make an impression.
OP stated that some members of staff took a bottle of drink home with full knowledge of the manager at the time.
How can you steal what has been given to you? I.E. drink labelled 'for staff use'.
No-one seems to be willing to answer this question.
It all depends on what the conditions were attached, on staff use of the drink.
If none was stipulated, has been happening for many years, and general knowledge to staff, then custom and practice has been established.
Therefore, there is no question of theft.

I very much doubt they would have put their jobs at risk for the sake of a bottle of wine that's probably not worth more than £10! And if they were aware that they were doing something unlawful (stealing), they would have taken the bottles any other time when no-one was watching as anyone stealing with intention would.
