I made a small claim against an individual in regard to a vehicle a bought from him (falsely advertised as 'working fine no issues...'). The claim was made through the portal. It progressed to a defence written from the defendant, then mediation was proposed. I received email before mediation stating 'mediation did not work... a court hearing will be scheduled...' that was two months ago, and nothing has happened since. Should I expect that the claim has been dropped or permanently shelved?

No, it will be transferred to the court and in due course you'll receive a notice to pay a hearing fee and date of proposed hearing.
What you are experiencing is the (slow) wheels of HMCTS working.
