A claim company told me that it only deals with claims from 1989 onwards, as PPI wasnt introduced before then?
Both OFT and the Competition Commission did market studies on PPI so you could try those for the history of PPI, though they might be tough to find as they're both defunct.
On claims for a deceased person, I think you can but I'd give the FOS a call and I'm sure they can tell you for sure. In fact ask them about when PPI started too.

Or do you mean in the event the deceased may have been entitled to make a claim on the policy due to illness prior to death (or any reason covered by the policy) can the Executor process the claim on their behalf?
The answer to either question is an Executor can deal with the claim. Sadly not enough know that they can.

Yes I mean a claim of mis-selling PPI so that the premiums can be refunded.
I enquired about this with Gladstone Brookes, they said they wont take on claims by executors unless the executor and the deceased were joint account holders
