One of the main points of restricting withdrawal of pension funds is so that it will be available for your retirement. Using the pension fund to invest in a business may leave you without pension funds. You would then be reliant on support and if you used your pension fund in that way, I doubt you would get support..
If the business venture is good, then you could borrow from a bank. Lenders are always prepared to help with a venture if it looks good. If you cannot raise finance in that way, then do you really think the business is worth loosing your pension?
