Apparently, they also check the voters role (sic)...

Might that prevent one from signing up one's cat?

Even still, you can see why doorstep collection is so appalling and falls on the thinner (or zero) end of compliance.
sounds like self employed doorstep collectors, in which case, yes they would need a credit license

I think one qualification/attribute you need for the job is to be proficient in Lower Gastro-Intestinal Ventriloquism.

In that case, do they issue gas mask as a part of collection kit?

Lower Gastro-Intestinal Ventriloquism is more commonly-known as Talking Out of Your A***.

But one does need protection in case one gets overcome by fumes.

There probably would be an overpowering smell, wafting from the direction of their nether regions, if the police turned up and took them for a ride to the lock-up. Trouble is, if they had had a rather strong curry the night before, I am wondering whether a gas mask would be up to the job. Then again, the police could always charge them under the Firearms Act 1968 for being in possession of a lethal-barrelled weapon capable of discharging a noxious gas.

Or under Terrorism Act which seems to cover anything and everything.

Re: need a laugh/moorcroft recruitment drive

I can tell you how it works I actually usedto be a doorstep collection agent for both Moorcroft and scotcall . The round you hope is local to you . You are sent weekly the sheets showing last known address of the (alleged) debtor. You go round in the evening ansk for the person concerend and make three attempts to contact them . If youciontact the person concerned then it is up to teh agent to try and arrange a repayment plan . Payment varies dependant on the way they pay. Cash is good for the agent as are cheques . If the customer sets up a direct debit the account is reutrned to moorcroft and the agent has to fight for payment . if the payment is made direct to the office then the agent has to fight for the commission . The commissions average around 18% of the amount collected . For the agent the best payer is scotcall as although they pay a single rate of 18% its paid on whateve source the money comes from . In and urban area I think that money coukd be made particularly if the client paysregularly but where i used to work in a rural area it was just a waste of time .
As an agent you operate under the DCA's main licence and have some traing in DPA . . Calling Cards are supposed to be left in a plain enelope with the name and adress of the debtor on . If asked you simplt state that you are calling about a personal business matter .
