Can I ask(and this is kinda separate or interconnected) but has your husband served in either Iraq or Afghanistan?
There is an angle here which we might not have looked at which is called "reputation risk". IF he has served one or two tours of duty there then perhaps the angle is that a man who served his country is now being shot at, so to speak, by bullets from the bank putting his life at home at risk of severe financial hardship.

Good idea on opening a new bank account.

I moved from Lloyds to Co op, and Co op have a range of accounts to chose from to suit your requirements.

        Good luck.
