    Hello I expected Milo to tell me what he thinks but it seems he is maybe busy. Do anybody knows how can appeal this cases because I read that if I haven't received any letter for penalty and letters from bailiff as well so I have to swear a Statutory Declaration but in another forum I read about Late Witness Form or samething like that:tinysmile_hmm_t2:

      Try sending Milo a private message. They are always very busy, but I'm sure wouldn't object to a polite reminder with a link to click. :beagle:

          Hello, I've send Statutory declaration Out of Time (form PE2) for each PCN, because as far as I know form PE3 would be valid when the debtor hasn't still paid the amount of PCN and must be send within 36 days of registration in Court. For my two PCNs I know that one of them is registered in November 2013 and the other one is registered in January 2014. I'm far away of 36 day term, but when I sent scanned copy PE2 form of filled and sworn to TEC e-mail they respond by asking me to fill PE3 form as well and send both PE2 and PE3 again. Even PE3 form that they sent me has a heading "Statutory Declaration - unpaid penalty charge". I paid that penalties no matter that I declared that I have never received NtO or Charge Certificate they don't left me any option. I wonder if some unqualified has person respond me and if it is so then should I send Stat Dec when I've already sent Stat Dec out of Time and I had paid the PCN?

I want to declare that I have never received any letter related to this contravention and my address haven't been visited from anybody on behalf of Barking and Dagenham Council until bailiff clamped my car's wheel and left me no option but to pay a penalty of £512. I've made an enquiry by phoning your customer service and found out that bailiff worked my case by using wrong issued Warranty of Execution. I will attach all of the documents given to me by bailiff. I would like to file a Statutory Declaration Out of Time and would be much grateful if you accept it in the interest of justice.
