I've just realised something. If a bailiff's fees are excessive or fraudulent and they have helped themselves to money that, legally, belongs to the creditor and have failed to account for monies received to the creditor, in this case, a local authority, what is there to stop the OP from putting it to the CEO and elected representatives of the local authority that their contracted enforcement agent has defrauded them in failing to properly account for all monies received from the debtor and levying fees not provided for by legislation? It may sound like one is being played off against the other, but what you are, in fact, doing is dropping the bailiff company in the manure and can then drop the local authority, officers, elected representatives, the lot, in it as well if they fail to do anything about it, particularly where they have been informed, in writing, of what has happened.Life is a journey on which we all travel, sometimes together, but never alone.

We need to have a list of the fees the bailiffs are charging, what they are for and when they were allegedly incurred. From this, we can see how much the bailiffs can lawfully charge and how much they have ripped off from you and the council. If the levy was improper or invalid, then the levy fee (which was £39 but which should have been only £33) will not be applicable, nor would the "Schedule 5 fee", nor would the van fee. All of those fees have, needless to say, been taken from the money you thought you were paying the council.
Even if the levy was valid and lawful, one might still question whether a van was necessary to remove the items you reported the bailiff having levied upon.

That levy is not worth the paper it is written on, and imho invalid, as in A HP Laptop so what model? Samsung phone, it is too generic so is challengeable Formal Complaint to Council CEO may be an option, copying in MP and Local member and elected council leader as the bailiff has ripped you off with improper fees on a worthless levy. Other Beagles will assist further, you have had some good advice from bluebottle and CleverCloggs amongst others so far.
