        As F-P has alluded to previously, decriminalised parking fines are civil debts, not criminal fines. The police should not be assisting private sector bailiffs to seize vehicles for civil debts. Sooner or later, I can see a bailiff who reaches in through a vehicle window and tries to forcibly take the keys from the motorist being given a good hard slap or the motorist "accidentally" closing the window on the bailiff's arm and threatening to drive off with the bailiff trapped by their arm.

          Unfortunately, this perverse operation is ruining people's lives. The vast majority are ANPR snatches - ALL illegal and affect people who have just purchased cars and are entirely innocent, the disabled, those with vehicles on HP etc.

          If there is one thing that is common to every sale, no matter how much the vehicle is sold for, it is a fact that not a single penny will ever be paid to whoever lost it. They won't even be told that it was sold.

            Its already happened Bluebottle. The copper didn't get his arm trapped but he did reach in an just took the keys before handing them to the bailiff. Came from Camden nick. We have his number and a complaint has been made.

            Incidently these are not 'fines' - they are contraventions. Furthermore they are not 'debts', they are merely allegations and that is usually contained by the wording 'reason to believe' on a PCN.

            Reason to believe? - if only we had 10% of the money owed to us by those we believe owe it

                Press as hard as you can for the muppet to face a Conduct Hearing. There are a number of contraventions of Police Conduct Regulations that could be pinned on the idiot, one of which is Abuse of Authority. That can, in certain circumstances, result in dismissal from the Police Service. However, if other contraventions can be demonstrated in addition to this, all the better.
