I've edited my post for the sake of accuracy and to avoid confusion. In our case, he never stated he lived here, nor would we have allowed him to - he was homeless, the DWP knew it was only a mailing address and were happy with this - that was about 4 - 5 years ago, so it may have changed in that time.
No problem - I was only going by what it said from a quick scan of the link to SHELTER - that's where I got it from. On re-reading it, it actually does not say that (nor does it say you can't use a temporary address), but the search page says this:
You can see how I was confused. The temporary address of a friend or family for homeless people is for the sake of registering for a doctor - my mistake.
Having said that, as stated above, we openly did it with our stepson, telling the DWP he was using us as a mailing address and spending only the odd night here (he doesn't anymore), and they had no problems with it. It may be one of those things they turn a blind eye to until it suits them - obviously a dangerous situation for the benefit claimant. I know he is doing the same elsewhere at present, all declared, as he is on bail pending trial for a Section 20 Assault on me for GBH, so I guess that's fairly legal.
The issue of drinking from the milk of human kindness is a whole different thread. That whole issue is often one of perception, but best kept away from muddling up someone's thread.
