          Yes. I came across that odious lot when I was a copper in Central London. You would find them lurking around the more deprived areas of Pimlico and Victoria, where I was stationed, especially around the Peabody Trust estates. The Station Officer (now called Custody Officers) would bail them to the magistrates the next day where, invariably, they would plead Not Guilty, but, at a later hearing, would be found guilty. All the magistrates could do, then, was bind them over, usually, for 12 months. However, if they got caught again, then they would be in for it for breaching the Binding Over Order.

                  There is a fatal flaw in my idea, n that I fear it would turn into a race to see who could get the most points, and it would continually either be BB or CC who got to write the essay at the end of the week.

                    Don't have time to do a dissertation on bailiff wrongdoing, and what points of law they breach on many enforcement actions.

                      I would agree with that, Wales. When I read about what bailiffs have done, "brainless" and "brain-dead" are among the more civil terms that can be used to describe their actions. Calling them "idiots" is exactly what they are when they transgress. Having their certificate revoked isn't just an occupational hazard, it carries a stigma with it that follows them to other employment sectors, that stigma being "This person cannot be trusted."

                          Wouldn't that breach of the Binding Order mean they were no longer fit and proper so would or should lose their certificate? BTW Andy58 I can see exactly where Bluebottle is coming from, he is from a breed of copper who would always try to do the right thing, and b efair and impartial, using discretion, not looking for brownie points as in number of arrests made or tickets issued. Every arrest generates massive paperwork, not fun for a copper nearing the end of a watch.
