            Thanks Ploddertom and everyone else for your advice. Calling west berks council at lunch time and recording the call. And sending a letter and an email. Also contacting financial ombudsman if they refuse to take payment.

              I doubt that the Financial Ombudsman Disservice could do anything in this case.

              The Local Government Ombudsman might, but only after complaint procedures have been exhausted.

                Id like to thank all of you. All it took was for me to ring west berks. Mention 3 counts of maladministration and that the call was being recorded, and that they were aiding and abetting illegal activity. Got a big apology and they have recalled the bailiffs. I still have an overwhelming urge to call Mr Duffy and let him know, or shall I wait to see if he comes back and tries to take my vehicles?
                Thanks again. My girlfriend and I will have a stress free weekend. What a week.

                    To be on the safe side I would treat this as if he is still going to come calling as he may try the old "nobody told me" trick. I do agree however you will be able to breathe easier, just make sure you pay what you owe to the Council or you could end up back here again.

                      As for Mr Duffy, I would speak to your local police and warn them Mr Duffy might try to illegally remove the vehicles you have mentioned. Make it clear to them that they are on HP and belong to a finance company and that bailiff's cannot seize any goods other than those those lawfully belonging to the debtor. Also stress to the police that West Berkshire Council have withdrawn the bailiffs lawful authority to act and that means any attempt to remove the vehicles would be Theft per se. If Thames Valley Police at your local nick are on the ball, it will be interesting to see how Mr Duffy explains his actions to them should he return and try to remove the vehicles.

                        Mr Duffy may well cut his own throat by calling the police in advance to attend the (unlawful) removal (theft actually, the vehicles being on finance), as he feels the debtor may become unruly and breach the peace
